No. Each user has a monthly cap. Your maximum bill is simply the number of billable users multiplied by the cap of your plan — and you can set a budget alert well below it.
Every company gets its own isolated database, daily backups and monitoring. The minimum covers that dedicated infrastructure; any usage above it is billed normally.
Commit for twelve months and both the transaction price and the cap drop by 15%. You are still billed monthly on actual usage — the commitment is to stay, not to a volume.
